I - INSTRUCTIONAL PROGRAM
 

STUDENT FUND-RAISING ACTIVITIES

 

The purpose of this policy is to set limits on fundraising events to protect students and prevent the exhaustion of both the resources and good will of the school community. 

 

The Board recognizes the importance of organizations within UCSD #1 being afforded the opportunity to raise funds or solicit financial support. However, those individuals or organizations who wish to use the name of the district or its schools for fundraising share a responsibility with the Board to ensure the safeguarding of public funds, accountability and compliance with State and Federal laws and board policy. 

 

In general, the Board expects appropriate controls to be placed on fundraising in the community by students, clubs, and organizations. Fundraising and solicitations by UCSD #1’s students, clubs, or organizations are subject to the following guidelines: 

 

  1.      Students, groups, and organization who engage in fundraising events on behalf

      of the UCSD #1 or its schools are required to get approval in writing from the

      school principal prior to the fundraising events.

  1.      Major fundraising events that anticipate collecting more than $7,500 are required

      to get approval from the building principal, Superintendent, and possibly the

      Board if the event engages a large segment of the community.

  1.      Extracurricular related fundraisers at the secondary level require approval from

      the school principal and athletic director.  

  1.      Criteria for approval will be based on, but not limited to the safety of students

      participating; percentage of collected funds benefiting students; the volume of

      fundraising events, the service provided; the product being sold; and consumer

      complaints.

  1.      Fundraising events that sell goods produced by companies for profit, or events

           that compete unfairly with local businesses are discouraged.  

  1.      Fundraising that is linked to a school activity, club, or organization must spend

      the funds in the school year the funds are raised. 

  1.      Fundraising for a specific activity, club travel, or lodging should be equitably

      distributed between students participating in the fundraiser. 

  1.      Students are not allowed to solicit door-to-door, including business to business. 
  2.      Any group organizing with the intent to provide support for, promote, or raise

      funds for a school program, student activity, or student organization, within a

      school shall register its intent by completing a charter as outlined in policy

      KMB/KMB-R, and submit annually to the athletic director. 

  1.     No money collected of any kind may be held in the school without the specific

      consent of the administration.

  1.     Students, groups, and organizations who engage in fundraising events on behalf

      of the UCSD #1 must follow appropriate financial controls to safeguard funds.
