A sound community relations program involves far more than "publicity" or "interpretation." It means genuine cooperation in planning and working for good schools, with the public giving, as well as receiving, ideas. It becomes a two-way process, a two-way flow of ideas between school and community, which provides the basis for mutual understanding and effective teamwork.

While every employee has an important role to play in securing desirable community relations, the Board of Trustees shall make a contribution by formulating sound educational policies, maintaining and making available to the community, facilities and equipment essential to the education programs and by providing an atmosphere, which encourages the participation of the community in the education process.
