In order to provide students with appropriate instruction and educational services, it is necessary for the District to maintain extensive and sometimes personal information about them and their families. It is essential that pertinent information in these records be readily available to appropriate school personnel, be accessible to the student’s parents or legal guardian/or the student in accordance with law, yet be guarded as confidential information.

It shall be the responsibility of the superintendent to provide for the proper administration of student records in keeping with state law and federal requirements, and to standardize procedures for the collection of necessary information about individual students throughout the District. Uinta County School District Number One will adhere to the Wyoming Public Records Act, the Family Educational Rights and Privacy Act of 1974 (P.L. 93-380), and applicable rules and regulations of the State Board of Education.

In accordance with the Buckley Family Education Rights and Privacy Act (P. L.93-380), the Board of Trustees may disclose personally identifiable information from the education records of a student who is enrolled in one of the schools of Uinta County School District Number One if that information has been designated as directory information as defined in (Section 99.3) under paragraph (c) of P.L. 93-380. For the purposes of permissible disclosure from the student records the Board of Trustees intends to designate student names, addresses, telephone numbers, date and place of birth, major field of study (if applicable), participation in officially recognized activities and sports, weight and height of athletic team members, attendance dates, degrees and awards received, and the most recent previous educational agency or institution attended by a particular student as directory information for students enrolled in the District.

Any parent, guardian or legal custodian of a student enrolled in Uinta County School District Number One may refuse to permit the designation of the above-entitled categories of personally identifiable information with respect to a particular student as directory information, provided that such parent, guardian, or legal custodian of the student notify the Superintendent of Schools for Uinta County School District Number One in writing within thirty (30) days from the annual date of Public Notice of Directory Information that the above personally identifiable information is not to be designated as directory information with respect to that student for the ensuing school year. All directory information released shall be released only through the Office of the Superintendent. Information contained in the student records of the school district that has not been designated as directory information shall be deemed as confidential and shall not be released to anyone except as provided through Board Policy, State Statutes, and Federal Law.

 

Records of Students with Disabilities

To ensure confidentiality of all records pertaining to students with disabilities, the District will:

a. maintain a master file of all students served by special services personnel;

b. provide space for designated records to be kept in secure filing cabinets in the Consulting Teacher’s office in each school building;

c. ensure that only those persons who are directly involved with the student have access to the contents of the student’s file; and

d. destroy records as appropriate following guidelines provided by Wyoming Statutes.
