TO WHOM IT MAY CONCERN:
NOTICE IS HEREBY GIVEN that the Board of Trustees of Uinta County School District Number One (“The District”), State of Wyoming, in Evanston, Wyoming (“District”), intends to amend Rule CKA, School Safety and Security – Firearms: Personnel Authorized to Carry, and repeal in their entirety Attachments CKA R-1, CKA R-2, CKA R-3, and CKA R-4.
The proposed amendment to Rule CKA continues to authorize eligible employees and volunteers to carry concealed firearms on or in property or facilities owned or leased by Uinta County School District Number One, subject to the terms, conditions, and limitations prescribed by state law, federal law, and District rules. The prohibition against open carry of firearms on District property is contained in a separate Board policy (Policy CKB) and is not part of this rulemaking action. The repeal of CKA R-1, CKA R-2, CKA R-3, and CKA R-4 will remove those attachments in their entirety from the District’s rules.
The date of public notice is August 13, 2025. The comment period will end on October 7, 2025. CKA is proposed as an amendment to an existing rule, and Attachments CKA R‐1 throughCKA R‐4 are proposed to be repealed in their entirety. The proposed amendment to Rule CKA and repeal of its attachments, CKA R-1, CKA R-2, CKA R-3, and CKA R-4, are authorized by W.S. §21-3-132, Possession of Firearms on School Property. The District has prepared a copy of the proposed amendment using the “strike and underline” method in which all proposed additions are underlined, and strike-through items are proposed deletions. The repeal of CKA R-1 through
CKA R-4 will be indicated in the rulemaking record as a full repeal.

The District has prepared a statement setting forth the principal reasons for amending Rule CKA and repealing CKA R-1 through CKA R-4, containing the substance or terms of the proposed rule changes and the basis and purpose of the changes.
This rule amendment is not being proposed to comply with federal law or regulatory requirements. The proposed changes exceed the minimum substantive state statutory requirements of W.S. § 21-3-132. The District has prepared a statement explaining the reasons why the rule amendment exceeds minimum substantive state statutory requirements. The District has evaluated the proposed amendment in accordance with W.S. § 9-5-304 and attached a copy of that evaluation to the copy of the proposed changes.

Written submissions must be signed and received in the District Administrative Office no later than 4:00 p.m. on October 7, 2025, the final day of the comment period.
Interested persons may present data, views or arguments regarding this intended action orally at a public hearing to be held on Tuesday, September 9 at 6:00 p.m. The hearing will be held in the Board meeting room in the District Administration Building located at 537 10th Street, Evanston, Wyoming 82930.
A public hearing will be held if requested by 25 persons, a government subdivision, or by
an association having not less than 25 members. Requests for a public hearing may be submitted

Any person may urge Uinta County School District Number One not to adopt the amendment and/or the repeal of CKA R-1 through CKA R-4 and may request Uinta County School District Number One to state its reasons for overruling the consideration urged against adoption. Requests for an agency response must be made prior to, or within thirty (30) days, after adoption of the rule electronically to [email protected] or in writing to P.O. The Board of Trustees will consider all timely written and oral submissions regarding the adoption of the proposed amendment to Rule CKA and the repeal of CKA R-1 through CKA R-4. The Board intends to act to adopt the amendment and repeal at the first regularly scheduled Board meeting following expiration of the comment period, any required public hearing, and consideration of all submissions.
